Eric Gabriel Jenn-Judgges

Executive Director

As the Executive Director of Road Safety Action International (RSAI), Eric Gabriel Jenn-Judgges is an engineer and sustainable transport specialist with strong entrepreneurial grit, and the Founder and Executive Director of Road Safety Action International (RSAI), with operations in Liberia, Sierra Leone, and The Gambia. He has led RSAI’s evolution into a results-driven social enterprise advancing road safety, sustainable mobility, and infrastructure governance across West Africa. Working closely with national ministries, development finance institutions, and regional partners, he has delivered high-impact initiatives in road safety audits, corridor assessments, driver training systems, policy reform, and road maintenance financing. A systems thinker and institution builder, Eric approaches transport challenges through integrated technical, financial, and governance lenses. He has led corridor-level assessments along the Trans-African Highway (TAH-7) and designed national capacity-building programs for drivers, auditors, and transport operators. His work blends field investigation, data systems development, and policy advisory support to strengthen transport ecosystems. He is committed to building technically sound, financially sustainable institutions that deliver measurable safety and economic impact.

James B. Kollie

Project Coordinator / Consultant

James B. Kollie is a development practitioner, boasting over half a decade of invaluable expertise in collaborating with both NGOs and INGOs. He serves as Project Coordinator/Consultant, providing oversights on a number of RSAI’s projects, notably the National Road Enhancement Project. Prior to working for RSAI, James co-founded TRIBE, a social impact venture dedicated to improving education outcomes in Liberia. As Co-founder, he led local fundraising efforts, redesigned institutional model, and scouted new talents to improve institutional growth, in addition to creating public visibility. With appreciable insights in project management, James spearheaded strategic implementation on two USAID’s projects in education and healthcare delivery, in which he led key stakeholders engagements, policy review, and social impact research.

Emmanuel Jallah

National Coordinator for Data Insight (NCDI)

Emmanuel Jallah is a transport development practitioner with strong experience in road safety systems, infrastructure governance, and data-driven mobility solutions in Liberia and the Mano River Union region. He serves in a national leadership role at Road Safety Action International (RSAI), providing technical oversight and coordination across key initiatives focused on road safety audits, traffic data systems, crash analysis, and institutional capacity building. Through his work, Emmanuel has led stakeholder engagements, supported policy review processes, and advanced evidence-based recommendations that inform infrastructure and transport reforms. With a background in civil engineering and practical field experience, he combines technical expertise with strategic implementation, remaining committed to advancing safe, inclusive, and sustainable mobility systems across Liberia and the sub-region.

Patience Jehlue Saylee

Project Officer

Patience Jehlue Saylee is a Project Officer at Road Safety Action International (RSAI), where she coordinates and supports the design, implementation, and monitoring of driver training programs for public institution drivers and transport service operators in Liberia. Her work focuses on strengthening driver competence, institutional compliance, and operational safety standards to reduce road traffic crashes and fatalities. She is a certified road safety trainer and practitioner with professional certifications from IRF Global, the World Bank Open Learning Campus, iRAP, and the Johns Hopkins Injury Research Unit. Patience holds a Bachelor of Science in Civil Engineering from Stella Maris Polytechnic University and brings practical experience in integrating safety, social inclusion, and sustainability into transport and road safety initiatives.

Boyerence Joy Johnson

Project Officer

Boyerence Joy Johnson is a scholar of the Gbowee Peace Foundation Africa and a senior Civil Engineering student at Stella Maris Polytechnic University with a strong interest in sustainable development and community empowerment. Before working with Road Safety Action International, she was actively engaged in youth mentorship, academic leadership, and technical skills development, serving as an AutoCAD and Revit facilitator and supporting student initiatives focused on integrity, volunteerism, and innovation. She is passionate about advancing women’s participation in STEM, promoting ethical leadership, and using engineering skills to create safer and more resilient communities.
