About the project

RSAI developed Liberia’s National Roadworthiness Regime Framework, covering the legal, institutional and operational foundations for a national vehicle inspection and certification system.

The framework addresses private, commercial, government and imported vehicles, including motorcycles and three-wheelers. Its preparation was aligned with the review of the Vehicle and Traffic Law.

Scope of work

Assess vehicle-safety conditions, institutions and policy gaps.
Develop technical inspection standards and certification procedures.
Specify digital vehicle-safety records and data exchange arrangements.
Design governance, financing, enforcement and phased implementation arrangements.

Lead consultant and policy framework developer.

A validated National Roadworthiness Regime Framework and inspection standards.
Inspection checklists, reporting tools and digital-system specifications.
A costed 36-month implementation roadmap and monitoring framework.
